OOC: This is posted in public Kindred places out of the view of human eyes. It takes the form of a flier on durable parchment that is painstakingly written in blood. One copy is also delivered via special courier to each of the Barons.
The document is created through the Thaumaturgical Ritual: Encrypt Missive. It is encoded magically to ensure that only those it is intended for can read it. In the case of this newspaper those persons are the Kindred and Ghouls of the Anarch Movement and their allies. Anyone else looking at the document sees only gibberish. If someone tries to make a copy of the document, the message remains scrambled.
